The ceremony of legal lecture of Russian experts from the Russian Federation in order to implement the action plan (2024-2025) under the Memorandum of Cooperation signed between the Ministry of Legal Affairs and Prosecutor General’s Office of the Russian Federation held at the Legal Advocacy Center in Nay Pyi Taw on 26.11.2024.
H.E.Dr.Thida 00, the Union Minister and Attorney General of the Union of the Ministry of Legal Affairs, U Sit Aye, Chairman of Anti-Corruption Commission, H.E.Dr.Htein Lin 00, the Deputy Minister and Deputy Attorney General of the Union, U Myo Tint, Judge of the Union Supreme Court, General Toe Yi, Deputy Minister of the Ministry of Home Affairs, U Kyaw San and Dr.Khin Maung Oo, members of the Constitutional Tribunal of the Union, Major General Myo Min, Permanent Secretary of Ministry of Defense, delegation of the Russian Federation led by Mr.BAZHUTOV Sergey of Prosecution Department of Prosecutor General’s Office of the Russian Federation, the responsible persons of the Russian Ambassador to Myanmar, Directors General and Deputy Directors General of the Ministry of Legal Affairs and the trainees of the Ministry of Legal Affairs and the relevant Ministries attended the ceremony.
H.E.Dr.Thida 00, the Union Minister and Attorney General of the Union of the Ministry of Legal Affairs said that three experts representatives from the Prosecutor General’s Office of the Russian Federation discussed the titles “Modern threats of the use of information and communication technologies in the commission of crimes by organized criminal groups, measures implemented to counter them, including the identification and investigation of digital traces of such attacks”, “The procedure for including foreign and international organizations in the list of organizations whose activities are recognized as undesirable on the territory of the Russian Federation” and “Combating corruption in the Russian Federation”; the topics that will be discussed is transnational organized crimes not only in Myanmar but also international organizations, and the criminals are using advanced technologies to deal with crimes in each country, the cooperation of countries and information sharing is also very important when solving crimes; therefore, they will discuss about the methods of tracking and preventing of organized criminal groups using advanced technology which will bring much benefits to our country; Myanmar is a member of the United Nations Convention against Transnational Organized Crime and a member of the Treaty on Mutual Legal Assistance in Criminal Matters-MLAT among the ASEAN countries; combating criminal matters, prosecution criminals who operate across the border, extradition and exchange of identification evidence including financial crimes will be facilitated according to this agreement; the Anti-Money Laundering Law, the Extradition Law, the Mutual Assistance in Criminal Matters Law, the Anti-Trafficking in Persons Law, the Counter Terrorism Law have been enacted for preventing transnational crimes as special laws in Myanmar and it is cooperating with the international community in respect of the fight against transnational crimes; therefore, we will have the opportunity to learn about the prevention procedures of the Russian Federation against the illegal activities of foreign and international organizations within the Russian Federation from this lecture and we will have the opportunity to learn about the Russian Federation’s fight against corruption which will be of great help to our country; the Ministry of Legal Affairs is also working to educate the people about the legal awareness as well as cooperating with international organizations and Ministries of Justice to exchange legal knowledge and obtain technical assistances; and she said that we will gain new experience and knowledge in creating a good legal environment for Myanmar’s legal sector and we will get the benefits that will help in the rule of law through closer cooperation in legal cooperation between Myanmar and the Russian Federation.
Three experts from the Prosecutor’s office of the Russian Federation, including Mr. GUDKOV Nikolay, Senior Prosecutor from the Crimes Investigation and Witness Searching Division, delivered a lecture titled ” Challenges and preventive Measures in Investigating Digital Technology Crimes and Combating Technology Syndicate Crime”; Mr SHEVCHENKO Vitaly, Senior Prosecutor from the Anti-Terrorism Division, presented a lecture on “Preventive Procedures of the Russian Federation Regarding Undesired Activities of Foreign and International Organizations within the Russian Federation”; and Ms. SHIKHANOVA Anna, Senior Prosecutor from the Anti-Corruption Division, provided a lecture on ” Knowledge for Combating Corruption in the Russian Federation”; trainees from the Ministry of Legal Affairs and relevant Ministries discussed and asked questions about the lectures of the speakers.
After the lecture, Mr.BAZHUTOV Sergey, the head of the Department of Criminal Cases Prosecution of the Prosecutor General’s Office of the Russian Federation, presented the certificates given by the Prosecutor General’s Office of the Russian Federation to the trainees from the Ministry of Legal Affairs and various relevant ministries. Then, they toured the moot court and e-library in Legal Advocacy Center.
Further, they held the bilateral meeting with the title “Prosecutors’ participation in criminal and civil cases in courts and prosecutors’ submission of electronic evidence” between the Ministry of Legal Affairs and Prosecutor General’s Office of the Russian Federation in the Ministry of Legal Affairs. And, Dr.Swe Swe Aung, Director General, U Zaw Zaw Htwe, Deputy Director General of the Prosecution Department and the responsible person from the Prosecutor General’s Office of the Russian Federation discussed and exchanged the views about this topic.
