Holding the Ceremony on Awarding Russian Language Diploma Certificate and Russian Language Proficiency Competition

The Ceremony on Awarding Russian Language Diploma Certificate and Russian Language Proficiency Competition was held at the ground floor meeting room in the Ministry of Legal Affairs this morning.

At the Ceremony, H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union said that today ceremony is the opening ceremony of a new chapter that has never been before carried out by the Ministry of Legal Affairs; the Ministry of Legal Affairs is implementing its 2025-2029 strategic plan with the theme of “Building Legal Trust for the People”;

The Ministry of Legal Affairs is making efforts such as collaboration with international partner organizations in legal affairs, enhancing the quality and competency of law officers and giving legal advice according to the strategic plan;

For the implementation of the strategic plan, the Ministry of Legal Affairs was signed A Memorandum of Understanding (MOU) with the Prosecutor General’s Office of the Russian Federation which is international partner organization to collaborate legal affairs and to develop legal research works; the Ministry of Defence and the Ministry of Legal Affairs jointly opened this course to understand the Russian Language by law officers.

Thirty eight law officers (38) serving at Ministry of Legal Affairs, Region, State, District and Township levels of law offices under the Ministry of Legal Affairs, were attended this course; two trainees will be going to Russia for scholar in the near future.

This course was conducted by the subject matter experts and native speakers from the Advanced Literary Education Centre, Russian Language Division of the Language Department under the Defence Services Academy. This course ran for total of 220 days, comprising a total of 1320 training hours for one year from 30.9.20224 to 15.8.2025 and control tests and examinations were conducted several times and thirty eight law officers (38) have been awarded certificates according to the recommendation that this diploma should be awarded; The Union Minister and Attorney General of the Union made an opening remark and believed that there should be able to perform more efficiently and successfully in others fields such as intergovernmental and interinstitutional legal cooperation and legal research collaboration between our country and Russian Federation and then the prize winners were awarded certificate of honour.

Then, the Rector of the Pyin Oo Lwin Defence Services Academy, Brigadier Thein Lwin delivered a speech, awarded the Russian Language Diploma certificates to the trainees and the Russian Proficiency Competition of the trainees was conducted.

The Union Ministers, Auditor General of the Union, Deputy Ministers, the Rector of the Defence Services Academy, Directors General, Deputy Permanent Secretary, Deputy Directors General, Directors, external examiners, trainers and trainees attended the ceremony.
