The Deputy Attorney General U Win Myint attended the 1Oth ASEAN Law Ministers Meeting held in Vientiane, Lao PDR on October 12, 2018. At this meeting, Justice Ministers, Law Ministers, Attorney Generals, Deputy Attorney Generals, ASEAN Senior Law Officials and responsible persons from ASEAN secretariat were attended.
At the opening ceremony, H.E. Dr Bounthong Chitmany, Deputy Prime Minister of Lao PDR delivered an opening speech. Then, the meeting was chaired by H.E. Mr Saysy Santivong, Minister of Justice of Lao PDR, and leaders of delegation from ASEAN Member countries were discussed respectively.
H.E. U Win Myint , the Deputy Attorney General, head of Myanmar delegation , thanks to Lao PDR for hosting the lOth ASEAN Law Ministers meeting. He said that Myanmar is attending and actively participating in all of the ASEAN Law Ministers meeting, Myanmar is practicing democratic system, and legislative bodies are enacting the existing laws in conformity with democracy standards, UAGO is taking part in legislative sector, and scrutinizing and advising on draft laws which are initiated by the relevant ministries, discussing on draft laws with relevant ministries if necessary, ministries are submitting draft laws to the Hluttaws with the approval of the Union Government, attending and discussing meetings of the Hluttaw Bill Committee if the Hluttaw Bill Committee invited UAGO, increasing transboundary crimes such as terrorism, trafficking in person , drug, money laundering, arm transaction and cybercrime nowadays , combating transboundary crimes effectively in cooperating with the legal organizations of the contracting States, Myanmar is cooperating with other countries to combat transboundary crimes as a member State of international convention , Myanmar ratified international and regional treaties for the improvement of cooperation, Myanmar became as a member State of Convention against Transnational Organized Crimes on
31.3.2014, Myanmar ratified ASEAN Mutual Legal Assistance Treaty in 2009, Myanmar promulgated the Mutual Assistance in Criminal Matter Law in 2004, the Anti-Trafficking in Person Law in 2005, the Counter Terrorism Law and the Anti-Money Laundering Law in 2014, and the Extradition Law in 2017 as domestic laws, Myanmar is cooperating with international organizations including UNODC to improve in matter relating to transboundary crimes,
Myanmar will continue to cooperate with international and regional organizations to combat crimes and to become ASEAN safety community.
At the meeting , welcoming the designation of Treaty on Mutual Legal Assistance in Criminal Matters (MLAT) as ASEAN Treaty, ratifying the draft of the Model ASEAN Extradition Treaty , agreeing to explore mechanisms to be discussed with ASEAN Dialogue Partners and External Parties, reviewing the work of ASEAN Senior Law Officials (ASLOM), and ratifying the reports of the 17th ASLOM and the 18th ASLOM were performed.
As the ASEAN Law Ministers Meeting (ALAWMM) holds once every three years, the 11th ALAWMM will be held in Malaysia in 2021 and the 12th ALAWMM will be held in 2024. Similarly, as the ASEAN Law Official Meeting holds once every eighteen months, the 19th ASLOM will be held in Myanmar in 2019.
During the period of the meeting, the Deputy Attorney General U Win Myint met separately with H.E. Mr. Lionel Yee, Deputy Attorney General of Singapore, and exchanged their views matters related to legal sector development, cooperation work between the Attorney General’s Offices of the two countries and international convention of negotiations on economic disputations.
