Holding the opening Ceremony of Legal Advocacy Training Course No. (2) for the Heads of Civil Service Organizations

The opening ceremony of legal advocacy training course No. (2) for the heads of civil service organizations was held at the ground floor meeting room in the Ministry of Legal Affairs this morning.

At the opening ceremony of the training course, the Union Minister and Union Attorney General Dr.Thida Oo said that this course was opened, under the guidance of the Chairman of the State Administration Council and Prime Minister, for Directors general and Deputy Directors general in order to obtain a Diploma in Law or Certificate of recognition of legal qualifications after studying law; she would like to share the speech delivered by the Prime Minister that the Ministry of Legal Affairs was playing an important role in the Union Government and was accountable to the him for the legal affairs;

the Ministry of Legal Affairs was reformed and the Attorney-General of the Union Law was amended in order to coordinate the matters relating to justice in the sectors of legislation, administration and judiciary; the Ministry of Legal Affairs adopted the strategic plan (2020-2024) namely “Providing Legal Service for Justice” and was implementing it for strengthening the rule of law and the development of justice sector; dissemination of legal knowledge, publication of legal books, undertaking legal research documents, providing legal training courses which are indicators of the rule of law were being carried out;

the subjects and topics on the Constitution, the Civil Service Personnel Law, drafting law, vetting commercial contracts, applying the international law and ASEAN laws in practice, applying criminal and special laws in practice, civil cases, general legal advice which should be known by the heads of civil service would be addressed in this training course; the trainers who are heads of the Union-level organizations, the Advocates General of the Region or State, subject-matter experts retired qualifications from the Ministry of Legal Affairs and subject-matter experts from the Ministry of Legal Affairs would address the respective subjects and topics in this training course; the certificate of recognition of legal qualifications would be awarded to trainees who completed the training course; the Ministry was planning to offer Diploma in Law after opening the Legal Advocacy Center;

this course was now opened again, after reviewing advantages and disadvantages of the 1st training course, on every Monday, Wednesday and Friday from 8 a.m. to 10 a.m. for nine weeks; the status of trainees’ attendance and completion of the training course would be reported to the State Administration Council Office, and she believed that the trainees would be able to apply the legal knowledge disseminated in this training course in their workplace in practice for the State.

The Union Minister and Union Attorney General, the Union Minister U Ko Ko Hlaing, Ministry of International Cooperation, the Union Minister U Myo Myint Oo,Ministry of Energy, the Union Minister Dr. Htway Aung, Ministry of Hotel and Tourism, the Union Minister U Saw Htun Aung Myint, Ministry of Ethnic Affairs, U Kyaw San, a member of the Union Constitutional Tribunal, U San Myint, a member of Union Civil Service Board, Daw Khin Cho Ohn, a member of the Anti-corruption Commission, U Kyaw Sein, an subject-matter expert and heads of Department from the Ministry of Legal Affairs attended this opening ceremony of training course.

A total of 35 trainees who are Directors General and Deputy Directors General from the Union Constitutional Tribunal, Ministry of Defence, Ministry of Home Affairs, Ministry of Union Government Office (1), Ministry of Planning and Finance,Ministry of Investment and Foreign Economic Relations, Ministry of Agriculture, Livestock and Irrigation, Ministry of Transport and Communications, Ministry of Energy, Ministry of Immigration and Population, Ministry of Labour, Ministry of Commerce, Ministry of Education, Ministry of Science and Technology, Ministry of Sports and Youth Affairs, Ministry of Social Welfare, Relief and Resettlement, Ministry of Hotel and Tourism, Ministry of Ethnic Affairs, Union Civil Service Board and Anti-corruption Commission attended the training course.
