Holding the Opening Ceremony of the Basic Training Course No. 2 on International Law and ASEAN Legal Affairs

The opening ceremony of the Basic Training Course No. 2 on International Law and ASEAN Legal Affairs was held at the ground floor meeting room of the Ministry of Legal Affairs at 9:30 a.m. and H.E. Dr.Thida Oo, the Union Minister and Attorney General of the Union, delivered the opening speech.

At the ceremony, the Union Minister and Attorney-General of the Union said that this training course was intended to share and disseminate the basic knowledge of International Law and ASEAN Legal Affairs in accordance with the guidance of Chairman of the State Administration Council; she hoped that the trainees from various Ministries would be able to share their work experience and knowledge in respective fields; the purpose of this training course was to facilitate the smooth running of inter-ministerial cooperation when requesting legal advice on signing and ratification of International Agreements, Conventions, ASEAN and Regional Agreements or signing MoU, MoA that are concluded with foreign countries, international organizations and non-governmental organizations from this Ministry before signing those agreements; “Providing Qualified Legal Advice” was one of the goals in the strategic plan (2020-2024) of the Ministry of Legal Affairs; in order to achieve this goal, we aimed to cooperate with the relevant organizations; this training was a basic training, however, it was a TOT model (Training of Trainers) for trainees who can share their experience and knowledge acquired from this training to their departments; she would try to open the advanced course in the future; the Ministry of Legal Affairs was responsible for tendering legal advice to the Union Level Organizations on matters relating to memorandums of understanding, memorandums of agreements, local and foreign investment instruments and other instruments under subsection (u) of section 12 of the Attorney-General of the Union Law.

The duration of this training is 5 days and the trainers will discuss and share the knowledge on the basic principles of International Law, Law of Treaties in International Law, United Nations Charter, ASEAN Charter, Conventions, Bilateral Treaties and Agreements, International Human Rights Conventions and Universal Periodic Review (UPR Process), and the trainees will have to do practical exercise of scrutiny of MoU and MoA signed by the Ministries, from the legal point of view.

Directors General, Deputy Directors General, Directors from the respective Ministries, trainers, and trainees from the Ministry of Defence, the Ministry of Home Affairs, Ministry of Foreign Affairs, Ministry of Union Government Office, Ministry of Border Affairs, the Ministry of Planning and Finance, the Ministry of Investment and Foreign Economic Relations, Ministry of International Cooperation, the Ministry of Legal Affairs, the Ministry of Information, the Ministry Culture and Religious Affairs, the Ministry of Agriculture, Livestock and Irrigation, the Ministry of Cooperatives and Rural Development, the Ministry of Transportation and Communications, the Ministry of Natural Resources and Environmental Conservation and the Ministry of Electric Power attended the opening ceremony.
