At the invitation of the H.E. Mr. Ying Yong, Prosecutor General of the People’s Republic of China and H.E. Mr. Paul T.K. Lam, Prosecutor General of the Hong Kong Special Administration Region of the People’s Republic of China, the Myanmar delegation led by Union Minister and Union Attorney General H.E. Dr. Thida Oo attended the 15th China-ASEAN Prosecutors-General Conference convened in the People’s Republic of China from 22 to 24 September 2025.
The meeting was attended by the Prosecutor General of the People’s Republic of China, the Attorneys General of the ten ASEAN member states, the Prosecutor General of the Hong Kong Special Administration Region and Prosecutor General of the Macao Special Administration Region.
The 15th China-ASEAN Attorneys-General Conference was convened under the theme “Combating Money Laundering and Corruption and Recovering Assets in the Technology Era” during which Union Minister and Union Attorney General H.E. Dr. T hida Oo highlighted that the China-ASEAN Prosecutors General Conference, first launched in 2004, has now reached its 20 years. The Union Minister and Union Attorney General H.E. Dr.Thida Oo remarked that the Conference serve as an important platform for promoting international legal cooperation and addressing transnational criminal issues. She also noted that legal cooperation is necessary not only among ASEAN member states but also between China and ASEAN member states to implement the conference theme. The ratification of the United Nations Convention against Corruption constitutes a comprehensive approach to addressing and resolving corruption. In addition, the United Nations Convention against Transnational Organized Crime also includes provisions on the prevention of money laundering. The United Nations Convention against Corruption Data(D) Office/2025 Website also contains provisions concerning the freezing, seizure and recovery of assets derived from money laundering. The Republic of the Union of Myanmar is continuously undertaking to make sustain efforts to combat transnational crimes such as money laundering and corruption, while also cooperating with international and regional anticorruption organizations. Myanmar ratified the United Nations Convention against Corruption in 2012 and the United Nations Convention against Transnational Organized Crime in 2004,and acceded to the United Nations International Convention for the Suppression of the Financing of Terrorism in 2006. Domestic laws have been enacted in line with international conventions and standards in order to combat transnational organized crimes. The Anti-Money Laundering Law was enacted in 2004 and its rules were issued in 2005. The national strategy on combating money laundering and suppression of the financing of terrorism (2024-2028) is currently being implemented. Under the Ministry of Home Affairs, a Financial Intelligence Unit has also been established to investigate and collect information on money laundering and financing of terrorism offences. To effectively address these crimes, capacity-building trainings and technical assistance are being provided to officials and law officers involved in prosecution processes. Through Government-private cooperation and international mutual assistance, transnational organized crimes can be combated thereby promoting global peace and stability. Myanmar has closely cooperated, in particular, with China, Laos and Thailand to address transnational financial crimes and online fraud. In 2023, Myanmar, together with China, Laos and Thailand also tackled transnational financial crimes such as online and telecommunications fraud. As a member of ASEAN, Myanmar fully participated alongside other member states in implementing the initial steps of ASLOM, such as the ASEAN Extradition Treaty and the ASEAN Conference on Crime Prevention and Criminal Justice.
Subsequently, the Attorney General of the People’s Republic of China, the Attorneys General from the ten ASEAN countries, as well as the Attorney General of the Hong Kong Special Administration Region and Macao Special Administration Region signed the Joint Declaration of the 15th China-ASEAN Prosecutors-General Conference.
During the conference, the Myanmar delegation led by Union Minister and Union Attorney General Dr. Thida Oo met with H.E. Mr. Ying Yong, Prosecutor General of the People’s Republic of China, in a bilateral meeting held between the Supreme People’s Procuratorate of the People Republic China and the Ministry of Legal Affairs of Myanmar and discussed cooperation on legal matters between the two countries.
By signing the joint statement of the 15th China-ASEAN Prosecutors-General Conference, ASEAN member countries can enhance cooperation in the use of technology to combat money laundering and corruption, strengthen mutual trust and friendship among ASEAN member states, improve cooperation between the Offices of Prosecutors General in China and ASEAN countries, and promote friendly relations with China.
