Myanmar Delegations Attended the 13th ASEAN Law Ministers Meeting – ALAWMM and the 24th ASEAN Senior Law Officials Meeting – ASLOM Held in Manila, the Philippines

The Myanmar delegation led by H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union attended the 13th ASEAN Law Ministers Meeting – ALAWMM held in Manila, the Philippines from 13 to 15 November, 2025 and the Myanmar Delegation led by Dr. Htain Lin 00, the Deputy Minister and Deputy Attorney General attended the 24th ASEAN Senior Law Officials Meeting – ASLOM held from 10 to 13 November.

The Myanmar delegation led by H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union attended the 13th ASEAN Law Ministers Meeting – ALAWMM held in Manila, the Philippines from 13 to 15 November, 2025.

H.E. Mr Ferdinand Romualdez Marcos Jr., the President of the Republic of the Philippines delivered opening remarks at the meeting and Law Ministers/ Attorneys General from the ASEAN member states, the AESAN Secretary-General, senior law officials from ASEAN countries and officials from the ASEAN Secretariat attended the meeting.

In the meeting, H.E. Dr. Thida Oo, the Union Minister and the Attorney General of the Union said that cooperation to promote the rule of law and stability in the ASEAN region is an important procedure, exchange of legal information and legal cooperation among states form a key platform in legal matters; there is commission of organized crimes regarding acts of terrorism, corruption, money laundering and scams in the digital age; as these offences are transnational organized crimes that threaten regional and international stability and the rule of law, these should be resolved with international and regional cooperation; establishment of the international legal framework on mutual legal assistance is a key factor for combating terrorism, corruption, money laundering and scams; Myanmar is a state party to the ASEAN Treaty on Mutual Legal Assistance in Criminal Matters; the Mutual Legal Assistance in Criminal Matters Law was enacted in 2004 for mutual assistance in criminal matters to prosecute the offenders in criminal matters including transnational online frauds and the Extradition Law was enacted in 2017 in accordance with the international standards of this Treaty; Myanmar has tackled online fraud and transnational organized crimes in close cooperation especially with China, Laos and Thailand and arrested the offenders; Myanmar has also concluded the Treaty on Mutual Legal Assistance in Criminal Matters and made agreements with Russia and India and signed the BIMSTEC Convention on Mutual Legal Assistance in Criminal Matters; Myanmar participated in the implementation of the ASEAN Treaty on Extradition as an ASEAN member state and in initiatives for cooperation in legal matters of ASEAN Senior Law Officials Meeting and ASEAN Law Ministers Meeting such as the ASEAN Conference on Crime Prevention and Criminal Justice (ACCPCJ); ASEAN Prosecutors/ Attorneys General including Myanmar signed the Declaration on the Establishment of the ASEAN Attorneys General Meeting in Bali, Indonesia in 2025; the Establishment of the ASEAN Attorneys General Meeting will strengthen the close cooperation among ASEAN member states in prosecution functions; transnational legal service and mutual assistance in legal- matters for effectively combating transnational organized crimes should be alined with technological advancements.

After that, the First ASEAN – Japan Law Ministers’ Meeting was held subsequently and ASEAN – Japan Law Ministers and ASEAN Secretary General attended this meeting; in the discussion about ASEAN – Japan legal matters, the Union Minister and Attorney General of the Union said that as Myanmar is an ASEAN member state, the 12th ASEAN Law Ministers Meeting – ALAWMM and the 22nd ASEAN Senior Law Officials Meeting ASLOM chaired by Myanmar affirmed the commitment to a legal cooperation between ASEAN countries and Japan.

Before the 13th ASEAN Law Ministers Meeting, the delegation led by Dr. Htain Lin Oo, the Deputy Minister and Deputy Attorney General attended the related 24th ASEAN Senior Law Officials Meeting – ASLOM held in Manila, the Philippines from 10-11-2025 to 1311-2025; in the meeting, Dr. Htain Lin 0o, the Deputy Minister and Deputy Attorney General said that this year is 40th Anniversary of ASEAN Senior Law Officials Meeting ASLOM; ASEAN Senior Law Officials Meeting – ASLOM has successfully established the legal framework for ASEAN, and Myanmar participated in ASEAN as it is the main organization for legal cooperation driven by principles of mutual respect, responsibility and improvement; and discussed the legal affairs of ASEAN member states, ASEAN trade law harmonization, extradition among ASEAN member states, crimes prevention and criminal justice; judicial cooperation among ASEAN member states; mutual legal assistance in civil and commercial matters; legal professionals from ASEAN member states; the ASEAN Law Association and the Treaty on Mutual Legal Assistance in Criminal Matters; and legal and judicial cooperation between ASEAN and Japan.

As such, the Myanmar delegation also attended the workshop on harmonization of trade laws held on 10 November, 2025.
