The opening ceremony of the Legal Advocacy Training Course No.6 for the Heads of Civil Service Organizations was held at the ground-floor meeting hall of the Ministry of Legal Affairs this morning.
H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union, the Union Minister of the Ministry (4) of the Office of the President, the Auditor General of the Union, the Deputy Minister of the Ministry of Agriculture, Livestock and Irrigation, the Deputy Minister and Deputy Attorney General of the Ministry of Legal Affairs, Advocate General of Rakhine State, Directors General, Deputy Directors General and Directors of the Ministry of Legal Affairs and a total of 27 trainees attended the ceremony.
In addressing the opening ceremony, the Union Minister and Attorney General of the Union, said that the Legal Advocacy Training Course for the Heads of Civil Service Organizations has progressed to its sixth session since its inception; from course no. (1) to (5), a total of 151 trainees at the levels of Permanent Secretary, Director General, and Deputy Director General completed the courses; these courses are being organized in accordance with the guidance that senior government officials should have legal knowledge and obtain at least a diploma in legal advocacy; the Ministry of Legal Affairs has recorded the trainees who completed the training and previously submitted these records to the Office of the State Administration Council but from this time, the record will be forwarded to the Office of the National Defense and Security Council; the training courses are immensely beneficial and very useful in managing both personal affairs and office tasks based on the assessments of the trainees who completed the previous courses; in the current course, the subjects including the Constitution of the Union, legal drafting, vetting commercial contracts, matters related to international treaties, prosecution and litigation, special laws, and civil law which cover both practical areas and office management will be lectured; the one-year Diploma in Legal Advocacy course is currently underway; since 2015, the Ministry of Legal Affairs has been implementing its strategic plan, and under the 20252029 strategy “Building Legal Trust for the People”, the dissemination of legal knowledge has been designated as a key strategic priority; ensuring access to legal knowledge, particularly for senior state officials, is considered a core element of the rule of law index; in order to cultivate legal knowledge among students from Grade 11 and 12, the curricula have been designed, and teachers have been provided with Training of Trainers (TOT) programs; and trainees are encouraged to apply the legal knowledge gained from this course for their personal benefit, for the benefit of their respective departments or organizations, and for the benefit of the Nation.
It was noted that a total of 27 trainees attended the Legal Advocacy Training Course No.6 for the Heads of Civil Service Organizations, which was organized from 6 January to 26 March 2026.
