The Chairman of the Working Group on the Legal Framework and Prosecuting Measures of the Central Body for Suppression of Trafficking in Persons, the Deputy Attorney General U Win Myint attended the first meeting and delivered the opening speech at the meeting hall of the Union Attorney General’s Office at 13:30 p.m. today.
In his speech, the Deputy Attorney General said that Myanmar has been tackling trafficking in persons by establishing five-year Plans and now the Plan is in the third year of the third five-year Plan (20 17-2021); despite implementing plans, we all know that Myanmar was placed on Tier 2 watch list in 201 7 and was downgraded to Tier 3, the lowest stage, in 20 18 according to the Trafficking in Persons Report annually issued by the United States; the report should be comprehensive because the determination of Tier is largely related to the report; 15 resolutions were adopted at the meeting of the Central Body for Suppression of Trafficking in Persons held in the Ministry of Home Affairs on 15 March 20 19; the Working Group on Legal Framework and Prosecuting Measures has to implement six resolutions; we are responsible to upgrade our ranking from Tier 3 to Tier 2 for the interest of the State and the public, and we need to coordinate with departments concerned and to cooperate with each other to ensure that international community acknowledges Myanmar’s efforts to meet TVPA’s minimum standards.
Afterwards, the Secretary of Working Committee, Daw Khin Cho Ohn, the Director General of the Prosecution Department of the Union Attorney General’s Office presented the activities of the Working Group on Legal Framework and Prosecuting Measures and activities to be implemented by the Working Group under 2019 Work Plan. Additionally, the Brigadier General Myint Htoo, the head of the Anti-trafficking Task Force presented about the prosecution against and conviction on the accused for trafficking in persons , and challenges in prosecution of human traffickers. After that, members of the Working Group on Legal Framework and Prosecuting Measures discussed the issues and shared their views. Finally, the Chairman of the Working Group delivered the concluding remarks.
