The opening ceremony of the tendering Miscellaneous Legal Advice Training Course conducted by the Ministry of Legal Affairs for mid-level officials from various Union Ministries was held at the ground floor meeting room in the Ministry of Legal Affairs and the Union Minister and Attorney General of the Union, H.E Dr.Thida Oo, attended and delivered the opening speech.
The Union Minister said that the purposes of this course were to provide comprehensive legal advice for promotion the Rule of Law and justice to fulfil the goal and aim of strategic plan (2020-2024) and to share the basic legal knowledges regarding legal issues requested by ministries and relevant organizations;
In the course, the matters relating to requesting Legal advice by the Union Level organizations, Ministries and the Union Territorial Administration Body, the matters relating to settlement the land disputes in accordance with the Lower Myanmar Town and Village Lands Act, (1898), The Upper Myanmar Land and Revenue Regulations (1889) among the issues requested for guidance by the offices of the Advocate General of Region or State, the matters relating to Land acquisition under the Land Acquisition Act (1894), the matter relating to the reclamation of nationalized public property collected under the Enterprise Nationalized Laws (1963), the matters relating to expelling of squatters on departmental premises under Government Housing (Expelling) Act (1955) and Rules, the matters relating to departmental action against civil servants and pension allowance for civil servants in accordance with the Civil Service Law and Rules, the matters relating to the pension allowance in accordance with the Political Pension Law and the matter relating to legal issues such as marriage, adoption and inheritance under Myanmar Customary Law, and the law relating to the Monogamy System inquired by the relevant embassy, will be thoroughly discussed and delivered;
She hoped that the trainees from various ministries would be able to share their work experience and knowledge; she also said that our ministry scrutinizes and gives legal advice on Legal issues arising from carrying out the duties and responsibilities in accordance with law and Rules which are mainly applied by various departments, the matters of inquiry relating to the functions and powers between the Union Level Organization and Region or State Bodies, the complicated legal matters arisen between the Laws enacted by the Union and Regions or States; she said that giving the miscellaneous legal advice is the vetting and giving advice on the matters not concerning pre-trial legal advice; as the legal issues requested by the relevant department are subtle and profound, we can perform easily and comprehensively in carrying out the functions of the departments by understanding the facts from coordination among the relevant departments, the ways to avoid the potential legal problems and the advice according to the existing Laws and Rules to solve the issues by the department; she urged the trainees to learn and take notes in lectures during this course carefully in order to conduct the comprehensive case file when the departments request the legal advice from the Ministry of Legal Affairs and it needs to provide the comprehensive legal advice as the Ministry of Legal Affairs;
A total of 49 trainees, including 11 Deputy Directors and Staff Officers from the Ministry of Legal Affairs, 38 Deputy Directors and Assistant Directors from the 17 other Ministries attended that Course which will be held from 12.6.2023 to 16.6,2023.
