Meanwhile the Sixty-Third Annual Session of the Asian-African Legal Consultative Organization- AALCO has been holding in Kampala, the Republic of Uganda from 7 September 2025 to 12 September 2025, the Myanmar Delegation led by H.E. Dr. Htein Linn Oo, the Deputy Minister and Deputy Attorney General from the Ministry of legal Affairs has been participating in such session according to the invitation of Mr-Kiryowa Kiwanuka, the Attorney General of Uganda.
In inauguration ceremony of such annual session, H.E. Dr.Kamalinne Pinitpuvadol who is the Secretary-General of AALCO, Ms. Anita Annet Among who is a speaker of parliament of the Republic of Uganda, Mr. Norbert Mao who is the Minister for Justice, and Mr.Kiryowa Kiwanuka who is the Attorney General of the Republic of Uganda delivered the opening speech. The Members States adopted the matters on approving the budget for 2026 produced by the Office of Secretary General, selecting the president and vice president of the session, re-appointing the Secretary General, publishing the Annual Report of the Asian-African Legal Consultative Organization- AALCO and international law journal.
During the discussion of Annual Session, H.E. Dr. Htein Linn Oo, the Deputy Minister and Deputy Attorney General said that the Asian-African Legal Consultative Organization- AALCO was formed as the Asian legal Consultative Committee-ALCC on 15 November 1956, Myanmar is a founding member, the Geography of Myanmar is strategic location for international trades and investments, it has better surroundings and specific legal frameworks to extend the economy because investment and other related laws including Myanmar Investment Law had been already enacted aiming at fostering equal economic opportunities in accordance with ASEAN agreements, and standards, Myanmar is a member of United Nations Convention on the law of the Sea-UNCLOS, has a long coastline and enriches Ocean resources including petroleum and natural gas, it has been cooperating with neighboring countries in stopping illegal fishing , Myanmar ratified the United Nations Convention against Corruption-UNCAC and implementing it by adopting domestic legal frameworks and regulations in respect of seizure of assets related to crimes such as corruption, Myanmar adopts the policy on outer space for the benefit of all humanity without determination on development level of Science and technology, States need for sharing technology, financial contribution, giving training to enhance human resources for the exploration and use of outer space, nowadays every state is facing the threat of Cybercrime, General Assembly of the United Nations adopted the United Nations Convention Against Cybercrime and it has reached the stage of signature, In Myanmar, Cyber Security Law was enacted on first January 2025 and it shall take effect on the thirtieth of July 2025, we are arranging to expose and taking action for illegal activities in the matters of Cyber Security and use of internet, Myanmar has actively and consistently participated in AALCO and will continue to enhance our collaboration.
The Myanmar delegation led by H.E. Dr. Htein Linn Oo, the Deputy Minister and Deputy Attorney General exchanged the views on the processes of International Law Commission-ILC, Law of the Sea, International Humanitarian Law, the Environmental Conservation and Sustainable Development together with the delegations from member states participating in Annual session.
