Holding the Coordination Meeting on ongoing proceedings between H.E. Dr. Thida Oo, the Union Minister for Ministry of Legal Affairs and Attorney General of the Union with Advocate Generals of Regions and States

    The Coordination Meeting on ongoing proceedings between H.E. Dr. Thida Oo, the Union Minister for Ministry of Legal Affairs and Attorney General of the Union, and Advocates General of Regions and States through Virtual System was held at the Ground Floor Meeting Hall of the Ministry of Legal Affairs at 8:30 a.m. this morning.

     In the meeting, H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union, said that the Office of the Attorney General of the Union was reformed as the Ministry of Legal Affairs (MOLA) on 30-8-2022; as a result of this reformation, there will be a wide range of cooperation among MOLA, the Union level organizations and other Ministries for rule of law and justice; there will be Administration and Human Resource Management Division, Policies, Laws and Procedures Vetting and Functions Scrutiny Division, Planning and Statistics Division, Internal Audit and Finance Division, Local and Foreign Relations and Information Division, Head Office, E-Government Division, and Human Resource Management Sub-division, Monitoring and Evaluation Sub-division and the Public Complaint Scrutiny Sub-division as the new Sub-divisions under the organizational structure of MOLA and sub-divisions are in operation; the Strategic Plan 2015-2019 of the Attorney General of the Union had been completed and the Ministry of Legal Affairs is carrying out its functions in its own way for achieving the Strategic Plan 2020-2024; especially, the various training are being conducted for the relevant officials from other Ministries to acquire legal knowledge for the dissemination of legal knowledge in accordance with the instructions of the Stated Administration Council; the Guideline on Scrutinizing Joint Venture Agreement and Land Lease Agreement and Legislative Drafting Guidance had also been published for each Government department to use as a reference when concluding commercial contracts and drafting bills; during her tenure as the Chairperson of the Legal Translation Commission, the book “the Penal Code” as the Book No.9 was able to be published; previously unofficial translation of the Penal Code was used but it has been currently published as the Authentic by the notification under the relevant law; when requiring to amend the Penal Code, it can be amended in Myanmar language without amending it in English language as before; it is necessary to be careful in giving legal advice; it is also necessary to pay attention to rights of citizens contained in laws, and to ensure that all citizens are entitled to such rights in accordance with laws; and the Union Minister and Attorney General of the Union urged the Advocate Generals to complete criminal proceedings within the stipulated time in coordination with the relevant courts and related departments Myanmar Police Force, Anti-corruption Commission, Bureau of Special Investigation and Immigration Departments as she is the Vice-Chairperson of the Judicial Support Board for Pending Criminal Cases.

     Then, the Advocate Generals of Regions and States presented their performances, and disused about difficulties and issues for overcoming delay in conducting of legal proceedings and issues relating to administrative matters.

     U San Lwin, Deputy Minister and Deputy Attorney General, including U Htay Aung, Advocate General of Yangon Division, the Advocate Generals of Regions and States, Director Generals and Deputy Director Generals also attended the meeting.
