The Myanmar delegation led by H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union, and Directors General, Dr. Thi Thi Myint and U Kyaw Kyaw Naing attended the signing ceremony of the Memorandum of Understanding (MOU) between the Ministry of Legal Affairs and the China-ASEAN Legal Research Center on Legal Cooperation and Legislative Research Project in Chongqing, the People’s Republic of China which was held on 18th July.
The Rector of Southwest University of Political Science and Law Mr. Wu Yu Hong and Professors, the Secretary General of the China-ASEAN Legal Research Center Mr. Zhang Xiao Jun and responsible persons, and responsible persons from the Consulate-General of the Republic of the Union of Myanmar, attended the ceremony.
In the ceremony, H.E Dr. Thida Oo, the Union Minister and Attorney General of the Union, said that the China-ASEAN Legal Research Center is one of the institutions of the China Law Society, and the Southwest University of Political Science and Law was established in 2010; before the Covid-19 pandemic, the officers from the Ministry of Legal Affairs continuously attended annual legal courses taught at the China-ASEAN Legal Research Institute; China-ASEAN Legal Review(2017 Myanmar Volume) was published through the cooperation between the China-ASEAN Legal Research Center and the Ministry of Legal Affairs; from 2()15 to the present, eight officers from the Ministry of Legal Affairs have attended and attained doctorates from the Southwest University of Political Science and Law through the collaboration with the China-ASEAN Legal Research and the Ministry of Legal Affairs; currently, two officers are attending the doctoral program at the university, and two more officers have been selected to attend the Ph.D. program; additionally, two officers from the Ministry of Legal Affairs were sent to China to pursue Master’s degree and two officers were sent to join the doctoral program at another University in China with the support of the China Scholarship Council.
H.E Dr. Thida Oo, the Union Minister and Attorney General of the Union said that the Ministry of Legal Affairs is implementing the 2020-2024 Strategic Plan entitled “Providing Legal Service for Justice” with five objectives, among these objectives, cooperation with partner countries and international organizations is one of them; therefore, the Ministry of Legal Affairs has signed the MOU to cooperate with the China-ASEAN Legal Research Center in the legal sector; according to the MOU, the Ministry will mainly cooperate with the China-ASEAN Legal Research Center in the research works for drafting laws and in the fields of legal advocacy; as parties to the contract, we will engage in the exchange of legislative information, experiences and the legal systems of the respective countries; holding legal discussions, conferences and workshops between the two institutions, arranging study trips between the contracting parties and sending scholars will be implemented; by signing this MOU, Myanmar and China will have the opportunity to learn from each other’s differences in legal system, language, political policy, and cultural norms, thereby effectively strengthening legal affairs cooperation between the two countries.
At the signing ceremony, the Rector of Southwest University of Political Science and Law appointed the Union Minister and Attorney General of the Union as the Honorable Professor for 2023-2028 of the Southwest University of Political Science and Law.
