Holding the Coordination Meeting between the Union Minister and Attorney General of the Union, and Region/ State Advocates General and Region/State Law Officers

Coordination meeting between the Union Minister and Attorney General of the Union of Ministry of Legal Affairs and Region/ State Advocates General and Region/State Law Officers was held at the ground floor meeting room this morning. At the meeting, H.E. Dr. Thida 00, the Union Minister and Attorney General of the Union, addressed the opening speech.

In her speech, she said that this meeting was held as second time after reforming the Ministry of Legal Affairs; the first meeting was held online/ virtually over the internet due to the Covid-19 pandemic; before holding this meeting, virtual meetings were held monthly; currently we are focusing on the legal advocacy which is one of the essence of the rule of law and one of the processes of the implementation of the rule of law; our ministry was able to conduct training such as Basic Training Courses on Commercial Contract Scrutinizing and International Law and ASEAN Law, training on Civil Litigation, and Legislative Drafting and Vetting for the staff from the Ministry of Legal Affairs and other ministries in accordance with the guidance of the chairman of the State Administration Council and in line with the Providing Legal Services for Justice: Strategic Plan (2020-2024), in order to understand the functions of Departments of the Ministry of Legal Affairs and to raise Legal awareness, this ministry is planning to open Legal Advocacy Training for directors-general and deputy directors-general from Union level-organizations and Union ministries as “Legal Training for Heads of Government Organization” and certificate will be awarded to the trainees; this Ministry is planning to open Legal Advocacy Center, and after that it may conduct capacity building training for staff from Ministry of Legal Affairs and various law offices and other types training for officials from different ministries;

According to the Legal Translation Commission Law, she has to act as Chairman of the Commission; Legal Translation Commission Law was amended on 25.4.2022; the main reason for amending section 12 of the Legal Translation Commission Law is to clarify which version will prevail when any divergence arises between the original English version and Myanmar version; legal translation book No.(1) to (10) and English-Myanmar dictionaries are being sold sending to Government Departments and Government Organizations upon the orders, moreover legal translation books No. (10) have been distributed to various Regions/States; as the prosecution is the main function of this Ministry various law offices have to practise checks and balances; moreover all law officers from these offices should read carefully the prosecutorial instructions which are issued by the Ministry of Legal Affairs and carried out their duties in accordance with these instructions; she also has to act as Chairman of the Bar Council: the Union Minister and Attorney General of the Union of the Ministry of Legal Affairs reformed the Bar Council by Notification No. 7/2021 dated on 25 November 2021, according to law No. 61/2021 which was promulgated by the State Administration Council on 28 October, 2021; after checking the complaints against lawyers, the Council refers them to the Supreme Court of the Union to take necessary action; the Council has to give the recommendation to the Supreme Court of the Union whether advocates who violate the professional conduct should have action taken against them under section 10 (i) of the Bar Council Act; the Council constitutes the Bar Council Enrolment Scrutiny Board to scrutinize the application for enrolment in accordance with the rules relating admission; the Council receives the admission fees and annual fees of advocates and it issues advocate identity card (smart card); the ministry is initiating to issue the Gazette of the Ministry of Legal Affairs once in four months and Gazette Vol: (l), No. (1) has been issued on 3 1 .3.2022; and

She also urged Region/State Advocates General, Directors General and Region and State law officers to discuss and make suggestions for the improvement of the Ministry of Legal Affairs and various law offices.Then a video clip about the activities that were carried out during this one-year period was shown; after that, Deputy Permanent Secretary presented functions of divisions and sections which are newly formed in accordance with the constitution of the Ministry of Legal Affairs; then the Advocates General of the Region and State discussed their difficulties facing in their Regions and States, and presented functions of their offices: and directors general from the different departments explained and presented their departments’ functions respectively;

The Union Minister and Attorney General of the Ministry of Legal Affairs, Deputy Minister and Deputy Attorney General U San Lwin, Region/ State Advocates General, Directors General, Deputy Directors General, Directors and Region/State law officers attended this meeting, and the meeting was closed successfully in the evening.
