The virtual coordination meeting of the Union Minister of the Ministry of legal affairs and the Attorney General of the Union with Advocates General of the Regions/States and Law officers of the Regions/States was held at the Ministry of Legal affairs at 9:00 a.m. this morning, and H.E Dr.Thida 00, the Union Minister of the Ministry of Legal Affairs and the Attorney General of the Union, delivered a speech.
In her speech, the Union Minister of the Ministry of Legal Affairs and the Attorney General of the Union said that this coordination meeting is the first meeting after the State Administration Council has taken over State responsibility; the Office of the Attorney General of the Union was reformed as the Ministry of Legal Affairs by order No 176/2021 of the State Administration Council, on August 30,2021; she will perform the duties of the Attorney General of the Union in accordance with the Attorney General of the Union Law; the functions of the Ministry will be identified soon; there would be Coordination of the Rule of Law and Justice Division, EGovernment Division, Human Resources Management Division, Monitoring and Evaluation Division, Local and Foreign Relations Division, Legal Research Division and Public Complaint Scrutiny Division to perform the functions of the Ministry; the ministry is currently running with four Departments; the Legislative Vetting Department vets and gives legal advice on the laws, by-laws, rules, regulations, orders, directives and procedures (drafts) sent by the Union level institutions and the ministries concerned; the enacted laws are also translated from Myanmar into English and published as the Myanmar Law book yearly; Myanmar Law Information System (website) was launched successful on May 24,2018 to disseminate Legal Knowledge and this year marks the 3 rd anniversary of MLIS; a total of 10,761 legal information could be uploaded on MLIS and the number of viwers reached up to 13 millions; as a special case, the State Administration Council formed the Legal translation Commission by order No. 51/2021 on March 12,2021, with 15 members and the Attorney General of the Union is Chairperson; the Legal Translation Commission has translated 26 Laws from English into Myanmar, and the Penal Code translated into Myanmar by the Commission will be punished as Book No(9); the Legal Advice Department deals with the matters relating to international law and ASEAN Legal affairs, vets commercial Contracts, and gives general Legal advice; when vetting the contracts, attention must be paid on the contracts to be consistant with the existing laws, rules and directives and to ensure that all legal clauses are included; the Prosecution Department deals with criminal and civil cases on behalf of the State for ensuring access to justice and the rule of law, and law officers need to know existing laws thoroughly to build the cases with solid evidence; Recently, the Stated Administration Council issued the orders No. 147/2021 and 172/2021 to close the ongoing proceedings, and the relevant law offices shall act in accordance with the Attorney General of the Union Law in closing the cases mentioned in the orders; 18 pilot law offices have been established for the purpose of improvement of the prosecution and it will be extended; the Administration Department mainly deals with the personnel and administrative affairs; this Department takes responsibility for acquisition of land for law offices and provision of adequate office buildings and housing for service personnel; moreover, this Department is implementing EGovernment and preparing for publication of SOPs of the respective departments; principle for transfer of law officers was established on June 21,2021; the Ministry is implementing its functions in line with “Providing Legal Service for Justice (20202024)”; especially commercial contract vetting training and law drafting training are conducted, and all law officers and staff must try hard to improve their capacity and the image of law offices for the interests of the Country and public.
Then, the Regions/States Advocates General and Directors General of the four Departments under the Ministry presented their respective performance.
