Holding the Fifth Coordination Meeting of the Union Minister and Attorney General of the Union, Advocates General of the Region or State, Region or State Law Officers

The Fifth Coordination Meeting regarding the tasks performed during the six-month period in 2024 by the Union Minister and Attorney General of the Union, Advocates General of the Region or State, Region or State Law Officers was held at the Legal Advocacy Center situated in Zawana Thihdi Quarter, Oattayathiri Township, Nay Pyi Taw Territory.
Firstly, in the opening speech of the Union Minister and Attorney General of the Union Dr. T hida 00, she addressed that the Ministry is cooperating with foreign organizations to improve the Ministry in every area; it also initiates to implement the
2024-2025 cooperation plan according to the Memorandum of Cooperation between the Russian Federation and the Ministry of Legal Affairs; this meeting is the coordination meeting of the Ministry and the Offices of the Region or State Advocates General during the six-month period in 2024; thus, she would like to discuss the tasks from that period; she wants the Ministry to maintain the momentum of the ongoing work plans from the 2020-2024 Strategic Plan; the 2025-2029 Strategic Plan is being drafted with the motto
“Building Legal Trust for People” the land for the construction of the Bar Council office has already been obtained in Dakkinathiri Township to facilitate the office works of the Bar Council; she inspected the land together with the Bar Council members; the branch office of the Bar Council
(Mandalay) was opened on 18 May 2024; the Ministry is facilitating negotiations between the relevant parties and supporting the Justice Sector by organizing the Coordination Body for Rules of Law Centers and Justice Sector Affairs; facilitating the enforcement of the rules of law by systematic inspection of individuals submissions;
the Offices of the Region or State Advocates General must ensure consistency with the adopted policy of the State when vetting laws (draft) for implementing policy matters; law officers from the Offices of the Region or State Advocates General are required to apply thorough scrutiny to vetting laws (draft); in matters of tendering legal advice before prosecution, the Ministry informs the Offices of the Region or State Advocates General to strictly comply with laws, rules and directives in accordance with the directions of the Office of the State Administration
Council; it is crucial for law officers to uphold the obligations outlined in the Code of Ethics for Law Officers, and maintaining good moral conduct is vital for being recognized as reliable and good law officers by the public; the maintenance of MLIS, a free-service provided by the Ministry of Legal Affairs, is being conducted with the Union Budget fund; the library of the Ministry of Legal Affairs is being implemented as an E-Library System aiming to facilitate easier access to legal knowledge; the weekly news of the Ministry of Legal Affairs was started and published on 19 May, 2023 and it has now published Volume 2, Series 33, for those who wish to read about legal affairs, legal information and legal knowledge; the Legal Translation Commission has discussed and confirmed a total of 47 laws out of 81 laws to be translated, and 13 translation law books has already been published, and the translation law book No. 14 will be published soon; the Legal Advocacy Center was opened on 19 April, 2024; in accordance with the guidance of the Chairman of the State Administration Council, the Legal Advocacy Training Course No.4 has been successfully opened and 124 heads of civil service trainee attended; it is also planning to open the Diploma of Legal Advocacy, (DLA) with 50 trainees for a six-months training course which will confer diploma to heads of civil service; Legal Advocacy Training Course No. 1, designed for mid-level civil service personnel has been opened, and Legal Advocacy Training Course No. 1, designed for senior-level officials is opening at the Legal Advocacy Center (LAC); now, the teacher handbook is being designed to integrate law subject into the Grate Xl and Grade XII curriculums, and the Offices of the Region or State Advocates General are coordinating with the Ministry of Education and respective Region or State Government to open the teacher training course; according to the guidance “Everyone should have legal knowledge” from the Chairman of the State Administration Council, this is one of the functions emphasized by the Ministry of Legal Affairs, and the Offices of the Advocate General and various levels of Law Offices should endeavor to implement it.
Afterwards, the Deputy Minister and Deputy Attorney General presented the respective functions, and the Advocates General of the Region or State also presented their respective functions and the Directors General provided explanations on the presentations. Then, the Union Minister and Attorney General of the Union coordinated the presented matters.
The Union Minister and Attorney General of the Union, the Deputy Minister and Deputy Attorney General, Advocates General of the Region or State, Directors General, Deputy Directors General, Directors from the Departments of the Ministry Office, Region or State Law Officers attended such meeting.
