Holding the Final Coordination Meeting for the enactment of Anti-Money Laundering Law 2025 (draft) and Excise Law (draft)

The final coordination meeting for the enactment of Anti-Money Laundering Law (draft) and Excise Law (draft) was held at the Meeting Hall of the Ministry of Legal Affairs, Nay Pyi Taw at 10:00 a.m. this morning.

H.E. Dr. Thidar Oo the Union Minister and the Attorney General of the Union of the Ministry of Legal Affairs, Deputy Minister and Deputy Attorney General Dr. Htain Linn Oo, Deputy Minister of the Ministry of Home Affairs Major General Aung Kyaw Kyaw, Director General of the Legislative Draft Vetting Department Dr. Kyi Kyi Than Aung, Director General of the Legal Advice Department U Kyaw Kyaw Naing, Director General of the Prosecution Department Dr. Swe Swe Aung, Director General of General Administration Department U Kyaw Kyaw Tun, Chief of Anti- Money Laundering prevention police force Police Brigadier General Zaw Lin Tun and the responsible persons attended the meeting.

At the meeting, the Union Minister and Attorney General of the Union H.E. Dr. Thida Oo delivered the opening speech and the Deputy Minister of the Ministry of Home Affairs Major General Aung Kyaw Kyaw presented that Anti-Money Laundering Law is drafted in accordance with the recommendations of Financial Action Task Force-FATF in order to conform with the current situations and the Myanmar Excise Act has been in force since 1917 therefore a new law needs to be drafted to conform to the changing circumstances.

The Union Minister and Attorney General of the Union H.E. Dr. Thida Oo reviewed that Anti-Money Laundering Law 2025 should be enacted to conform with the current situation, comply with the relevant conventions accepted by Myanmar as a member and the suggestions of the FAT F under AML-LTF, and to support the rule of law, and the discussion on the draft Law was finalized for enactment.

Furthermore, the Myanmar Excise Act is a law that was enacted in 1917 and it contains provisions relating to the collections of tax on narcotic drug and excise duties. Moreover, the Regions or States have enacted their own laws concerning the collecting of excise duties according to the schedule 2 of the Constitution of the Republic of the Union of Myanmar, thus, the existing Act no longer align with current situation. The Excise law (draft) is necessary to administer excise, duties in conformity with the present-day conditions, ensure that excise duties are properly payable to the State, strengthen the control over the illegal production, distribution, and sale of alcohol, and promote the economic development of the State Accordingly, the discussion on the draft law was finalized for enactment.
