The opening ceremony of Legal Advocacy Training Course No. 1 for the Senior civil service personnel was held on the first floor of MOLA Lecture Hall, situated at the Legal Advocacy Center of the Ministry of Legal Affairs, this morning.
At the opening ceremony, the Union Minister and Attorney General of the Union stated that the Ministry of Legal Affairs has established and is implementing strategic plans, such as ‘I Moving Forward to the Rule of Law” (2015-2019), “Providing Legal Services for Justice” (2020-2024), and “Building Legal Trust for the People.”
Legal advocacy is an indicator of the rule of law and is being implemented in accordance with the guideline of the Head of State that everyone should have legal knowledge; the Ministry of Legal Affairs is publishing Law books, conducting legal research and sharing legal information through the Myanmar Laws Information System for legal knowledge dissemination, and mainly focus on providing legal training; the training course for the Heads of Civil Service Organization, attended by the Permanent Secretary, Director General and Deputy Directors General has reached Batch No. 4, and Certificate of Legal Advocacy has been awarded; the Diploma of Legal Advocacy (DLA) course will be opened soon, under the approval of the Head of State;
The course opened today is the Legal Advocacy Training Course No. 1 for senior civil service personnel, including officers at the Directors and Deputy Directors ranks; in the past, we provided the Legal Advocacy Training Course for mid-level civil service personnel to officers from other ministries;
the purpose of this course is, in accordance with the direction, to provide legal knowledge to staff and officers in relevant departments, and to cooperate with the Ministry of Legal Affairs by seeking assistance; when the ministries, departments and organizations request our trainers to give lectures, they also provide training in a timely manner in addition to their main functions; in this course, the Director and Deputy Director levels are being taught as a “Training for Trainer” programme with the aim of providing further training in their departments;
In this course, which spans 40 days, each lesson will last 50 minutes and 80 hours of training, and case studies and course evaluations will be conducted; experts from the Ministry of Legal Affairs, with extensive experience in the legal field, will teach the subjects essential for civil service personnel, including legal drafting, scrutinizing commercial contracts, applying international laws and ASEAN laws, civil matters, matters relating to tendering general legal advice, the Constitution of the Republic of the Union of Myanmar, and the functions and duties of the Ministry of Legal Affairs;
we are working hard to provide legal advocacy training courses and have achieved success, and legal advocacy training has been conducted throughout the country; the trainees should apply the knowledge gained from the training for their own benefit, their departments, and their country.
Daw Dwe Bu and U Yan Kyaw, members of the State Administration Council, H.E, Dr. Thida Oo, the Union Minister and Attorney General of the Union, H.E. Jeng Phang Naw Taung, the Union Minister of the Ministry of Ethnic Affairs, U Kyaw San and U Khin Maung Oo, members of the Constitutional Tribunal, Dr. Htain Lin Oo, Deputy Minister and Deputy Attorney General, trainees, Heads of Department, Directors and trainers from the Ministry of Legal Affairs attended the opening ceremony and participated in the documentary photo session.
