Holding the Seventh Seminar of the Union Minister, and Attorney General of the Union, the Advocates General of the Region/ State, and Law Officers of the Region/State

The Seventh Seminar of the Union Minister and Attorney General of the Union, and the Advocates General of the Region/ State, and Law Officers of the Region/State is held at the ground floor meeting hall of the Ministry of Legal Affairs this morning.

In the meeting, H.E. Dr. Thida Oo, the Union Minister and Attorney General of the Union said that in performing duties for all-round development of the Ministry of Legal Affairs, the Ministry is cooperating with foreign countries and organizations on international legal affairs, she attended the 13th International Legal Forum held in St. Petersburg, Russian Federation, the Signing Ceremony on the Establishment of the ASEAN Prosecutor Attorneys-General Meeting held in Bali, Indonesia, and the 15th ChinaASEAN Prosecutors- General Conference held in the Hong Kong Special Administrative Region, the People’s Republic of China, where she discussed legal Affairs, she established temporary camp, provided accommodation and food, distributed essential supplies including rice, edible oil and household goods, and medical care, offered words of encouragement and personally visited the disaster affected areas such as Ministry of Legal affairs, Law offices and staff housing from Shan State, Mandalay Region and Sagaing Region to assist those facing livelihood difficulties due to the earthquake that struck in Mandalay in March, disaster affected office buildings and Staff housing had been repairing and that their functions are running as usual, the third Strategic Plan was adopted with the theme of ” Building Legal Trust for the People” to be implemented from 2025 to 2029 of the Ministry of Legal Affairs and five goals that are now being implemented for rule of law and access to justice for the people and public understanding of the functions of law enforcement organization, it has initiated the first priority of its action plans under the third Strategic Plan such as Launching the Legal Advocacy Diploma Course, offering intership programme to university students, opening the course for training of trainers to introduce the subject of law into the Grade 12 curriculum and, establishing e-library, the Advocate General’s Offices of the Region/State need to implement the Strategic plan’s action plan with momentum for public awareness and confidence in the functions of the Ministry of Legal Affairs in accordance with the theme of ” Building Legal Trust for the People”, meanwhile legal awareness activities are being conduted in various ways in accordance with the guidance of the Chairman of the State Administration Council, the Russia Language Diploma Course (one year, full time) attended by total of 38 law officers from the Ministry of Legal Affairs and different levels of law offices was conducted in cooperation with the Defence Services Academy (Pyin Oo Lwin), now the Legal Advocacy Training Course for Senior Civil Service Personnel, conducted by the Ministry of Legal Affairs, has now reached Course No.5 and such course awards trainees the Certificate of Legal Advocacy (CLA), the Course No.l for the Diploma in Legal Advocacy (DLA) for the officers from different Ministries and organization was conducted by the permission of the Head of the State, for the purposes of understanding the basic legal concepts and the legal services of the Ministry of legal Affairs, performing their functions and duties systematically in accordance with laws, supporting the rule of law and Justice Sector, development with legal knowledge, the opening Ceremony of Course No.l for Diploma in legal Advocacy (DLA) was conducted at the Ministry of Legal Affairs on 3 September 2025, a total of 50 trainees of Deputy Directors General and higher-ranking officials from revelant ministries were attended the Internship Programme No.2 has been offering to law students from the Naypyitaw State Academy, the Supervisory Committee on the legal knowledge dissemination was formed by Notification No. 120/2025 of the National Defence and Security Council via Al technology, five officers from MOLA are performing the duties in Al team and data collection is being made after checking legal questions and answers sent by the Advocate General’s Offices of the Region/ State, if completed, public would be able to search questions through Al technology and would gain legal knowledge, with regard to Information and Technology, Information and Communication Policy has already been drafted, the Advocate General’s Offices of Region/State and subordinate law offices are required to follow the policy to advance information and communication technologies, by submitting the required budget based on Financial Year for IT facilities and in fractures in the workplace to modernize the Advocate General’s Offices of the State/Region and subordinate law offices, law officers from the different levels of law offices need to study the amended laws of Election Laws of Amyotha Hluttaw, Pyithu Hluttaw, Region or State Hluttaw thoroughly because the Multiparty Democracy General Election will be held on 28 December 2025, according to the Prevention of Disruption and Sabotage of Multiparty Democracy General Election Law, as the relevant law officers in charge are the members of different levels of Security Supervision Committee during the Multiparty Democracy General Election, they are dutifully perform the duties assigned to them by laws,/ law officers at the different levels of law offices provide complete legal advice on cases requested under the Union Election Commission Law in accordance with all the relevant provisions.

Then the Deputy Minister and Deputy Attorney General discussed the work-related matters. The Minister’s Office and Directors General of the Departments re-explained upon the discussion of the regional functions of the Advocates General of the Region/State respectively, and the Union Minister and Attorney General of the Union coordinated the functions.

Together with the Union Minister and Attorney General of the Union, Deputy Minister and Deputy Attorney General H.E. Dr. Htein Linn Oo, the Advocates General of the Region/ State, Directors General of the Minister’s Office and Departments, Deputy Permanent Secretary, Deputy Directors General, Directors and law officers of the Region/State attended the plenary Seminar.
