Holding the Launching Ceremony of Legislative Drafting Guidance

H.E. U Tun Tun Oo, the Attorney General of the Union delivered a speech at the launching ceremony of Legislative Drafting Guidance held at Kempinski Hotel , Nay Pyi Taw at 09:00 a.m. today.

In the ceremony, the Attorney General of the Union said that the State sovereignty power namely, legislative power, executive power and judicial power are separated, to the extent possible and exert reciprocal control, check and balance among themselves; the Union Attorney General’s office was responsible for legislative vetting and drafting in the legislative sector under the Attorney General Law, 1988 and the Attorney General Law, 2001; the Union level organizations and Hluttaw representatives are responsible for legislative drafting after the emergence of the Constitution; only the duty of advising on draft laws submitted by the Union level organizations was enacted by the Union Attorney General Law, 2010; the Union Attorney General’s office has to vet and advise on draft laws  that  are initially drafted by government organizations; therefore, planning to publish this guidance has been implemented with the support of the UNDP since 2016 for aiming to draft the laws by the relevant organizations, or vet and advise the draft laws by the officers of the Union Attorney General’s Office, or Hluttaw representatives; the guidance to be launched today will benefit for Hluttaw that are responsible for legislation, the Leading Bodies of the Self-Administered Division or Self-Administered Zone, government organizations or law officers or legislative drafting learners because it is the book that the drafting format of laws and subordinate laws are specified and expressed in examples and exemplifications; it will support for emerging the perfect laws safeguarding the interests of the State.

These books will be distributed to the members of the Pyithu Hluttaw and Amyotha Hluttaw Bill Committee, the Region and State Hluttaw Bill Committees, the Union level Ministries, the Leading Bodies of the Self-Administered Division or Self-Administered Zone, the Region and State law offices, and law officers up to the staff officer.

The Deputy Attorney General, Region and State Advocates General, Hluttaw Representatives, senior officials from government organizations, Region and State law officers, District law officers, UNDP Resident Representative and advisors also attended this ceremony.
