The launching ceremony of the 2025-2029 Strategic Plan of the Ministry of Legal Affairs and the opening ceremony of Legal Advocacy Training Course No.5 for the Heads of Civil Service Organizations was held at the Legal Advocacy Center in Oattara Thiri township and the Union Minister and Attorney General of the Union, the Ministers, the Chairperson of the Anti-Corruption Commission, the members of the Constitutional Tribunal of the Union, Legal Advisors, the Deputy Minister and Deputy Attorney General, the Region or State Advocates General, Directors General of the Ministry of Legal Affairs, Deputy Permanent Secretary and Deputy Directors General, Directors, Region or State Law Officers, District Law Officers attended the ceremony.
In the opening speech for the launching ceremony of 2025-2029 Strategic Plan, the Union Minister and Attorney General of the Union addressed that the strategic plans have been adopted to improve the functions of the Ministry of Legal Affairs systematically, such as legislative drafting, tendering legal advice, prosecution and sharing legal knowledge;
the first Strategic Plan (2015-2019), “Moving forward to the Rule of Law” and the second Strategic Plan (2020-2024), “Providing Legal Service for Justice” have been implemented and successfully achieved their goals;
it is important not only to ensure the rule of law and justice for the people but also to build public trust and understanding of the functions and duties of organization implementing the law; such objective will be implemented by the third Strategic Plan from 2025 to 2029, with the theme of “Building Legal Trust for the People” with 5 goals and 63 action plans;
the opening of the Legal Advocacy Diploma Course, the opening of the law courses for lawyers and university students, arranging to introduce the subject of law in the curriculum of Grade 12 education, establishing an e-Library, planning to build public trust in the functions of the Ministry of Legal Affairs will be implemented in this Strategic Plan.
Then, the Union Minister and Attorney General of the Union, in addressing the opening ceremony of Legal Advocacy Training Course No.5 for the Heads of Civil Service Organizations, the Legal Advocacy Training Courses have been started since June 2022 according to the guidance that the Directors General and Deputy Directors General serving in various ministries and organizations to acquire a recognized legal diploma or certificate of expertise through the study of law and four courses have been successfully opened, and a total of 129 Permanent Secretaries, Directors General, Deputy Directors General have successfully completed;
in this training, lecture will be delivered on the legal affairs practiced by the Departments under the Ministry of Legal Affairs and other subjects that should be known by the Heads; the lecture will be given by the person from the Union Level Organizations, the Union Minister and Attorney General of the Union, Union Ministers, the Deputy Minister and Deputy Attorney General, Advocates General, retired subject experts and subject experts form the Ministry of Legal Affairs; successful trainees will be awarded the Certificate of Legal Advocacy and this certificate may reflect their educational background.
in the Legal Advocacy Training Course No.5 for the Heads of Civil Service Organizations, 27 trainees, including Directors General, Deputy Permanent Secretaries, Deputy Directors General, Pro-rector from the Ministries and Union Organizations attended and the course will take 12 weeks from 7-1-2025 to 28-3-2025.
After that, the Deputy Permanent Secretary explained about the 2025-2029 Strategic Plan and the ceremony successfully closed at 11:00 a.m. after taking commemorative photo.
