Holding the Fourth Seminar of the Union Minister and Attorney General of the Union, Advocates General of the Region or State, Region or State Law Officers and District Law Officers

The Fourth Seminar of the Union Minister and Attorney General of the Union, Advocates General of the Region or State, Region or State Law Officers and District Law Officers was held at the Meeting Hall of the Ministry of Legal Affairs this morning.

In the meeting, the Union Minister and Attorney General of the Union H.E. Dr. Thida Oo said that firstly, she wants to know the difficulties and problems faced by the staff within departments and to solve them as much as possible; to preserve the security all the time, prevent the leakage of official secret letters and promote friendly communication between senior and junior members; it has been working to enhance the Ministry of Legal Affairs from various perspectives and collaborating on international legal matters with foreign countries and organizations;

the construction of the Legal Advocacy Centre of the Ministry of Legal Affairs in Nay Pyi Taw, intended to provide legal knowledge and services, has reached 96 percent completion, and it is set to open soon;

the amendment of Law Offices Inspections Directive No. 1/90, to align with the current situations, is 99 percent complete and will be published soon; therefore, she wants to adhere to the new Directive in conducting inspections of Law Offices;

arrangements are underway for the construction of the Bar Council Office and the land for the Office has been acquired; the temporary designated location has been affirmed for the opening of the Bar Council Office (Mandalay).

the Myanmar Law Information System (MLIS), provided free of charge by the Ministry of Legal Affairs since May 24, 2018, will mark its five-year anniversary in May, and it is necessary to forward the enacted laws from the Region and State Advocates Law Offices for the timely launch of the laws into the MLIS; 

the Ministry of Legal Affairs is implementing its five-year Strategic Plan(2020-2024) under the theme “Providing Legal Service for Justice” and it has reached its final year in 2004;

it is crucial for law officers to uphold the obligations outlined in the Code of Ethics for Law Officers, and it is vital to fulfill good moral conduct and to be recognized as reliable and good law officers by the public;

in performing the functions of the Corruption Prevention Unit(CPU), established in 2019 by Notification Number 40/2019, the Ministry of Legal Affairs issued the Standard Operation Procedure(SOP) concerning the prevention of corruption through Notification No. 45/2023 on May 15, 2023, and the Terms of Reference(TOR) for the CPU are being drafted for issuance;

the weekly news of the Ministry of Legal Affairs started with Volume 1, Series 1, on May 19, 2023, providing timely legal information for interested persons in law and it has been issued with Volume 2, Series 8; it has been issued every Friday, and the publications are available to the public on the website of the Ministry of Legal Affairs for reading;

Region and State Advocates General must pay attention to being consistent with the adopted policy of the State when vetting laws (drafts) for implementing policy matters;

it has been notified to the Region or States Advocates General Offices to follow accurately the laws, rules and directives relating to tendering pre-trial legal advice by the Letter No. 159(1)/8/Council Office on June 2, 2023, of the State Administration Council;

at present, the Legal Advocacy Training course for the Heads of Civil Service Organizations conducted by the Ministry of Legal Affairs has opened to Course No.4 and Certificates of Legal Advocacy (CLA) are being awarded to the participants;

the Legal Advocacy Training, in accordance with the guidance of the Chairman of the State Administration Council, is one of the functions emphasized by the Ministry of Legal Affairs and the Advocates General Offices should endeavor to implement it.

The Union Minister and Attorney General of the Union, Deputy Minister and Deputy Attorney General H.E. Dr. Htain Lin Oo, Advocates General of the Region or State, Directors General of the Minister Office and Departments, Deputy Directors General, Directors, Region and State Law Officers and District Law Officers attended the ceremony.
